The award of the International Mineral Processing Congress to countries takes place according to a strict set of guidelines which are set out in the Constitution and which are shown again below (IMPC HOST SELECTION PROCEDURES). Countries wishing to bid to host a Congress should peruse these guidelines and if they wish are most welcome to contact the Chairman of the Council for further information (cyril.oconnor@uct.ac.za). It is important to note that proposals to host an IMPC will only be accepted from recognised national professional organisations or learned societies in the relevant region which are properly and legally constituted.
The current status of awards (as at the end of XXIII IMPC in Istanbul) is:
2008 Beijing (XXIV)
2010 Brisbane (XXV)
2012 New Delhi (XXVI)
At the time of the Beijing Congress bids will be considered for hosting the XXVII IMPC to take place in 2015. Given the continental locations of recent IMPCs a bid from the Americas would be warmly welcomed!


IMPC HOST SELECTION PROCEDURES

Recognising that many countries may wish to host the IMPC, Council has adopted the following procedures to facilitate the identification and choice of Host Countries.

Council undertakes to ensure fairness and transparency in all its dealings with prospective hosts

Call for Proposals

 

The Call for Proposals is made by Council and is to go out at least seven years in advance of each Congress.

 

Regions

 
For selection purposes, the world is divided into the following Regions:
  1.
the Americas
  2.
Africa, the Middle East and India
  3.
Asia including China, Japan and Australasia
  4.
Europe and the former USSR
 
  • Each Region will in turn present Proposals to Council and is therefore guaranteed a Congress every twelve years provided always that suitable Proposals are received.
  • Where a country which has never previously hosted a Congress wishes to present a Proposal, this can be made independently of their Region.
  • If no suitable Proposal is received from a Region, Council may call for Proposals from the next Region in the rotation.

Proposals will only be accepted from recognised national professional organisations or learned societies in the relevant region which are properly and legally constituted.

All Proposals are to be received by the Chairman by the date he indicates in his Call for Proposals. Proposals may be made in person, by teleconference or any other medium.

Competing organisations in the same Region are encouraged to collaborate and co-operate in the preparation of Proposals. Proposals are made entirely at the cost of the applicants.

Proposers are strictly prohibited from offering any Council member gifts or other inducements.
 
 

Council must be completely satisfied that Proposers are able to fully meet the following essential selection criteria;

  -

The ability to protect the health and safety of attendees

  -
The ability to finance and underwrite the cost of the Congress
  -

To have the organisational and management skills and resources in running a large, international congress.

 
Council will also require detailed information on the following criteria:
 
  • Local transport infrastructure
  • Availability of suitable Congress facilities and accommodation
  • Likely cost of Delegate registration
  • Likely support from industry and government
  • Ability to arrange suitable partners program
  • Suggested President
  • Availability of local industry tours
  • Cultural and religious considerations
  • Any other matters which the applicant considers relevant
  • Matters as added by Council from time to time

Council will meet, either in person or telephonically, to review and discuss all Proposals. Proposers will be invited to make personal &/or video presentations and Council must be available to consider all Proposals equally.

  -

Council must be fully satisfied that the Proposals have met and will continue to meet all three of the essential selection criteria. If there is any doubt, the Proposal may be rejected. Council may require tangible evidence to be produced to support claims.

Council will consider all material and information presented to them in a fair and objective manner. Council members are strictly prohibited from receiving any form of gift or inducement from Proposer organisations

Council will meet and thoroughly discuss all Proposals. Council members will then rank their order of preference from the most preferred to the least preferred Proposals.

  -

Members will submit their selections to the Chairman who will amalgamate the results and advise of the top three Proposals.

  -

Council members will then rank the final three Proposals in order of preference from the most preferred to the least preferred.

  -

The Proposals receiving the most first preferences will be the successful Proposal to be the Host Country.

  -

In the event of an equal number of first preferences, the Chairman will count the number of second preferences for the tied Proposals and the Proposal receiving the most second preferences will be the successful Proposal to be the Host Country.

In the event of the second preference counting resulting in a further tie, and the Chairman having no conflict of interest, the Chairman shall have the deciding vote and shall choose only between the tied Proposals. The Chairman’s casting vote will be final.

If the Chairman has a conflict of interest, he shall withdraw and the Vice-Chairman shall have the casting vote.

Council shall keep a record of their deliberations and the Chairman must be able to advise unsuccessful Proposers of the reasons for their lack of success.
